Prerequisite  for suppliers & Contractors

SUPPLIERS REQUIREMENTS

In order to apply for registration on EDL’s suppliers’ list, you must submit the following documents:

  Administrative Documents:

1-  A document verifying that the supplier is the local agent for a manufacturer certified by the relevant Chamber of Industry & Commerce of the manufacturer's country and approved by the Lebanese Consulate in that country.                          

2-  A statement verifying that the supplier is registered in the Commercial Register.

3-  A statement verifying that the supplier is registered in the Chamber of Industry & Commerce OR the Merchant's Council.

  Technical Documents:

1-  S.Q.Q. document (* for certain lists only), including all the information, signed on each page by the manufacturer, and approved by the Chamber of Industry & Commerce of the manufacturer’s country and certified by the Lebanese Consulate in that country.

2-  A signed production list for the last five years showing the names and addresses of the customers, approved by the Chamber of Industry & Commerce in the manufacturer’s country and certified by the Lebanese Consulate in that country.

3-  Catalogs showing the necessary technical specifications.

A registration fee of 200,000 LBP (two hundred thousand Lebanese Pounds) is required for registration on EDL’s suppliers’ list.

Contractors Requirements 

In order to apply for registration on EDL’s contractors’ list, you must submit the following documents:

 Administrative Documents:

1-     A statement verifying that the contractor is registered in the Commercial Register.

2-     A statement verifies that the contractor is registered at the chamber of industry & commerce  or in any commercial association.

3-      A statement verifies the financial capabilities.

4-     A document verifies the existence of a private office for the contractor.

5-     A notification for his workers and technicians with their qualifications.

6-     A copy for registration's fee (200000L.B.P). + Special conditions for the lists H10, H11.  

Technical conditions:

1-      S.Q.Q document (* for the list that required that), includes all the information and singed on

        each page by the manufacturer and approved by the chamber of industry & commerce and

         the Lebanese consulate in the manufacturer's Country.

2-  A statement verifying that the contractor is registered in the Chamber of Industry & Commerce or in any similar commercial association.

3-  A statement verifying the contractor’s financial capabilities.

4-  A document verifying the existence of a private office for the contractor.

5-  A list of the contractor’s workers and technicians with their qualifications.

6-  Additional documents required for registration on lists H10, H11.  

Technical Documents:

1-  S.Q.Q document (* for certain lists only), including all the information, and signed on each page by the manufacturer, approved by the Chamber of Industry & Commerce and the Lebanese Consulate in the manufacturer's country.

2-  A statement verifying that the contractor is registered in the Contractor's Council. (for local contractors only).

3- A Certificate of classification from the Ministry of Public Works and Transport.

• First category – 1^st level Roads for H8 list

• Fourth category – 3^rd level and up construction for H13 list.

 4- A list of executed projects

      5- A List of equipment owned by the contractor (with supporting official documents).

A registration fee of 200,000 LBP (two hundred thousand Lebanese Pounds) is required for registration on EDL’s contractors’ list.

Types of Tenders.

 Bids at EDL fall into one of the following categories:

1)      Bids below 3 million LBP.

2)      Bids above 3 million LBP.

1)   Bids below 3 million LBP.

This type of bids is open to any supplier who can offer a low price for the specifications required by EDL. These bids are published on the publication boards at EDL.

The price can be delivered to EDL in a sealed envelope, either directly by the bidder or by a group of EDL's employees who visit the suppliers at their offices in order to inform them about current bids.

     2)      Bids above 3 million LBP.

 Some of these bids may be restricted to suppliers and contractors registered on EDL's lists, while others may be open to everyone to participate; such decision is taken by EDL's Board.

 The Bidding Process :

      1- Whenever there is an open bid, EDL sends an invitation to all suppliers and      contractors whose field of activity matches that of the bid.

2-  A public announcement listing all requirements (technical specifications, contract terms and conditions, deadline, the price of the tender booklet and the place where it can be purchased) is published in three local newspapers in addition to the Official Gazette.

3-   Invited suppliers / contractors can read the details of the tender booklet, and decide, based on that, whether to submit a proposal or not.

a-  In case a proposal is submitted, the tenderers have to purchase the tender booklet, pay the required fee and obtain an official receipt.

b-  In case of non-participation, the suppliers / contractors registered on EDL's lists must justify their decision in writing. Otherwise, and in case they do not participate in three bids,  they could be dropped from EDL’s lists.
